    Eastland Road is Open!

    Reasonable levels of snow removal services are rovided by the Association when snow accumulation exceeds 2 inches during certain times of the day. Our contract does not provide for continuous removal during blizzard conditions, for specific services at a particular unit to accommodate resident requests, for removal during non-service times (such as when the first 2" accumulation occurs after 6:30 AM or after 8:00 PM) or for removal when accumulation is less than 2". The application of salt is generally not part of the snow removal process.  Residents should prepare to handle the removal of snow themselves at times when services are not provided by the Association.

    The Board has adopted a Budget for 2012 with no fee increase.

    Maintenance fees, effective January 1, 2009, are as follows:

       2 Bedroom       $98.72      3 Bedroom         $106.48

       2 Bedroom w/  $108.60    3 bedroom w/      $115.99

    Fees must be received (not postmarked) by the 10th day of the month to avoid administrative fees.

    New concrete has been poured in our fall Driveway and Catch Basin Replacement program and Street Replacement work is complete..

    Siding Refinishing at Building 310 is complete and now all homes have a new and fresh exterior. Our entrance sign has also been refinished and has been installed on the picket fences.

    Selected Catch Basins have been either replaced or cleaned. This work should improve drainage in the serviced areas.

    The Roof Replacement at Building 201 is complete.  A new dimensional architectural shingle was used and will be the new standard for future roof replacements.  This is shingle will enhance the beauty of the buildings.  Weather permitting an additional building may be re-roofed this year.

    Ice dams may form over gutters due to the heat loss from the homes. Ice dams, long icicles and the possibility of leaks into the units are not a sign of clogged gutters or a defective roof. Minimal relief can be had by keeping closet doors closed and reducing the use of dryers and ceiling exhaust fans during periods when a heavy snow load is on the roof. Owners with year over year icing may consider adding additional attic insulation.

    Remember that parking restrictions are in effect at any time that snowfall exceeds 2”

    Gutter cleaning on all buildings is complete.

    Please turn off the water supply to the outside faucet at this time. The valve is located on the cold water line under the kitchen sink and on the water line between the floor rafters in homes with basements. After the water supply has been shut off, open the outside valve and leave it open all winter.

    It is essential that all doormats be removed from the sidewalks in front of your home.

    Pet chains and leashes are NEVER permitted on the common areas (even in good weather) and must be removed immediately.


    Home Refinance Rules Changing - The Federal Finance Housing Agency has developed  final revisions for the Home Affordable Refinance Agency (HARP) effective November 15, 2011. The link below is to a press release on the program which provides home owners with loans financed on the secondary mortgage market by Fannie Mae or Freedie Mac to refinance with reduced restrictions and loan to value ratios than had previously been in place.     A property inspection has been conducted and a few owner maintenance notices have been sent to homes where upkeep items are in need of attention.  Please observe the completion date in the notice and contact us for clarification or additional details.  Thank you for your general upkeep of the areas around your homes as the number of notices sent this year is significantly less than we have sent in recent years.

    Service requests have been issued to contractors for maintenance of the common elements or items noted for future budgetary expenses.

    You may review the contractor referral list for possible sources to provide work for you around your unit. A referral does not imply any warranty or guarantee from the Association for the work of any contractor.

    Allied Waste Services has delivered a blue recycling container to each household in the City.  Please place recyclable plastic containers (#1 and 2 only), steel and aluminum cans and paper waste in the containter and place at the curb for collection on Fridays. Additional information was mailed to each residence by Allied Waste Services


    Please do not flush the following items into the sewer system:

  • Diapers 
  • Baby wipes
  • Feminine Hygiene products
  • Dental Floss


    The City of Middleburg Heights may enforce the citywide overnight parking ban on all streets within the city. This applies to Williamsburg Court.

    • Parking may not be permitted on the street between 2 AM and 6 AM
    • Please park inside your garage with your second car in front of the garage door
    • You may park in any overflow space anywhere within the Association. You are not limited to parking in overflow spaces in your driveway and many alternate driveways often have available space.
    • If you park your car outside of your garage door each night, please be considerate to your neighbors and move your car each day when there are high accumulations of snowfall so that snow removal crews may clear the spaces in front of all garage doors.



    Ice dams and resulting icicles hanging from roof areas usually occur after a heavy snowfall and several days of freezing temperatures. The ice dam then can cause water to flow under the shingles in an uphill direction contrary to the design of the roof system, and the results may be a water spot on the ceiling.  Ice dams are not caused by debris in gutters or a defective roof shingles.

    Congress Square I residents may now subscribe and receive the Town Crier by eSubscription rather than by regular mail. You will receive a special notice with a link to the newsletter when an issue is published. You also may subscribe to special resident alerts to notify you certain information of community interest such as area construction projects and the like.

    Detailed information on Insurance Coverage is available. If you should receive a notice from your lender or loan servicer requesting evidence of Association insurance, please mail or fax a copy of the notice to us. We cannot take insurance certificate requests from lenders by telephone.


    Government loan insurance requirements have changed. These modifications most likely will not result in any change in the financing options available to purchasers of homes at Congress Square I, where conventional financing is necessary for the purchase or refinance of homes in our Association. See additional information in our Real Estate section


    Refuse containers are available at the City of Middleburg Heights Service Center on Engle Road, during Service Center business hours, for the placement of items that are too large for pickup at the curb or for disposal on days other than Thursday evenings or Fridays.  Trash may not be placed at the curb at times other than Thursday evening or on Friday.


    Information on exterior Lighting Fixtures is now available.


    Service Requests for maintenance of the buildings and grounds may now be submitted online. The completion of a signed service request form submitted by US Mail is required for complaints about Association residents.


    The City of Middleburg Heights, Ohio has regulations that must be followed to provide an appropriate and safe living environment.  Association regulations are often more restrictive than those set by the city. Certain remodeling projects require building permits and city inspections.  The list of projects requiring permits includes, but is not limited to, heating, air conditioning and hot water heater replacements, patio fence replacement, installation of decks and the service of certain plumbing, electrical and natural gas appliances and fixtures.     General Community Information

  • Please observe the FRIDAY trash pick up schedule by not placing items at the curb before Thursday evening. Tires, batteries and appliances containing refrigerants must not be placed at the curb
  • Recycle RIGHT. Place items to be recycled on the RIGHT side of the driveway.
  • Pet owners are responsible for the immediate clean up of pet waste, dogs must be hand leashed whenever they are outside of the homes and and dogs may not be tied up in any place other than within the gated patio fence areas. Pet cables and chains are not permitted on Association property at any time during the year.
  • The Ohio Fire Code prohibits the use of charcoal and gas grills within 10 feet of any building in a multifamily dwelling.  Violations should be reported to the non-emergency (do NOT call 911) telephone number of the Middleburg Heights Fire Department (440) 243-1212.
  • When storing gas grills, it is essential that propane tanks are stored OUTSIDE of the building, Under no circumstances should tanks be stored in garages or in the homes.

Meetings

Annual Association Meeting

    The Annual Meeting of the Members of the Association is held each year in the month of May. This meeting is for the election of Board Members and the presentation of reports from the Board as well as any other business specified in the agenda for the Annual Meeting. The attendance of a majority of members is required either in person or by proxy. A proxy permits you to attend the meeting without appearing in person and assigns your voting rights to the proxy holder. Proxies are valid for 5 years but are used for attendance purposes only in the years after the first year of authorization and may not be used for any other purpose.

Board Meetings

    Meetings of the Board of Directors are open to unit owners. Fifteen minutes at the beginning of each Board meeting are allotted for homeowner participation, where unit owners may address the Board, present questions for later consideration and provide input. The balance of each Board meeting is for the Board of Directors to conduct the agenda related business of setting the policies of the Association. Unit owners may remain in attendance as observers, but not participants, during this part of the meeting. Certain portions of Board Meetings, defined as Executive Sessions, may be closed to unit owners. Items considered in Executive Session include legal matters, personnel issues, certain contractual matters, hearings and consideration of the issuance of sanctions against homeowners for violations of the covenants and restrictions.
