Excessive Water Consumption

Water and sewer consumption at units located at Congress Square generally ranges between 0.5 and 2.0 MCF per quarter. These charges billed to and are paid by the unit owner to the Cleveland Division of Water and the Northeast Ohio Regional Sewer District, respectively.  Maintenance fees have been reduced to offset normal water consumption budgeted as a common expense.  All sewer charges are the full responsibility of the unit owner. 

There are two (2) water meters that serve each home. The main meter is in the utility room in homes without basements, between the hot water tank and the furnace. Homes with basements have the water meter in the basement. A remote read out meter, which is a rectangular plastic box approximately 4”x5”, is located on the meter side of the building, either near the gas and electric meters or on the corners of the building. 

Periodically an owner experiences a high water or sewer bill.  In most cases the charges are a result of either an incorrect reading or water leaks within the unit.  Sewer charges are based on water consumption and often a high water bill will result in an equally high sewer bill. 

Toilets are the main cause of leaks and often go undetected until the bill arrives.  A leaky flush valve causes the tank to refill frequently.  The refilling process may occur over a few seconds and daily activity within the home may mask the sound of the water refilling the tank. 

Other items within the home to check for leaks include dripping faucets, both inside and outside the unit and hot water heaters. 

Washing machines and dishwashers can have electrically operated fill valves that fail, but the malfunction of these appliances are generally detected through automatic shutoff of dishwashers without completing the cycle due to the inclusion of anti-flood switches or the sound of a continuous fill of water into the appliance after the cycle is complete.
